Country-Specific Notes

  • Zero personal income tax for all individuals (citizens and expats).
  • GOSI (social insurance): 2% employer contribution for expats (occupational hazards only). Expats do not pay employee-side GOSI.
  • Saudi nationals: 10% employee + 12% employer pension + 2% hazards = 24% (pre-Jul 2024 entrants).
  • New GOSI system (Jul 2024): 9.75% employee + 11.75% employer = 21.5% for new Saudi entrants.
  • 15% VAT on goods and services (raised from 5% in Jul 2020).
  • 20% corporate tax on foreign-owned businesses. Zakat (2.5%) for Saudi/GCC-owned businesses.
  • Kafala system abolished Jun 2025 — workers can now change jobs and leave without employer consent.
  • End-of-service benefits: half-month salary/year for first 5 years, one month/year thereafter.
